MAINTAIN US TAX RATES#

The screen, Maintain US Tax Rates (IPUTR), is used to display the tax rates for each of the states loaded by the UDGNIS and UPUTR functions. The tax rates are loaded by the UPUTR function.

By clicking on the applicable state, the tax rates for the state in focus will be displayed below.

The tax rates are for information purposes only (except the overridden SUTA / FUTA rates). The tax rates are not passed to Symmetry for tax calculation, rather Symmetry retrieves the tax rates directly within their tax engine (SymmetryTaxServer).

State
This field indicates the name of the state whose tax rates are displayed below. If UPUTR was run for Federal, then the Federal tax rates will be displayed as well.
Effective
This field indicates the date to be used by UPCALC to determine which record to read for any overridden tax rate for the pay period being paid. The Effective Date entry in IPUTR is not used by Symmetry.
Expiry
This field indicates the date the tax rate is no longer effective for the purpose of UPCALC.

Tax Rate Details#

Tax Rate Seq
Tax Rate Seq is in the format of 'XXnnnn', where XX is the State code and nnnn is a sequential 4 digit number. The sequence is not pre-determined, it is simply the order in which the tax rate was loaded in by UPUTR.
Tax Identifier
The Tax Identifiers are pre-defined by Symmetry and indicate the Location code and Tax type that pertains to the tax rate. These provide a mechanism to allocate a tax rate to a specific tax jurisdiction. The first two digits in the Tax Identifier indicate the FIPS code of the state. The second segment indicates the county, if the tax rate is specific to a county. The third segment indicates the City's Feature id, if the tax rate is specific to a City otherwise it will be zeros. The fourth segment indicates the type of tax for example, SIT for State Income Tax or ER_SUTA for Employer State Unemployment Tax.
Description
The description of the tax identifier is displayed here. If the tax if for a specific City, typically this will display the name of the City the tax pertains to. If the tax is a state tax, the name of the state and the tax type will be displayed, for example Alabama State Unemployment Tax
Tax Rate
The rate of the tax is displayed here. If the tax rate displays a 0, it typically means the tax has been deprecated. It may also indicate the tax is based on a formula such as the SIT.
Override Tax Rate
This field allows the user to input an override for the tax. This override is used for taxes such as SUTA and FUTA. If the state does not allow a tax rate override for a particular tax, Symmetry will not use this tax rate override.
Wage Base
The Wage Base indicates the upper threshold of wages on which the tax can be imposed.
Override Wage Base
This form allows the user to indicate an override wage base. Although the user may provide an override to all tax rates, Symmetry will only respect those that are allowed as indicated by the state.
Tax Limit Amount
The Tax Limit Amount indicates the maximum amount of tax that may be taken.
Override Tax Limit
This field allows the user to input an override to the tax limit. Similar to the other override fields within this form, Symmetry will only respect those that are allowed as indicated by the state.
Tax Limit Period
This field may display a period in which the tax limit applies. The Tax Limit Period may be Annual, Monthly, Quarterly or None depending on the tax identifier.
Is Employer Tax
This toggle indicates if the tax is paid by the Employer. If the toggle is not checked, then the tax is Employee paid.
Do Not Calculate
When enabled, this toggle prevents UPCALC from calculating the tax.

This field typically displays the description of the tax identifier, however it may also provide additional information on the tax.
