WAGE_BASE_OVERRIDE is a field which allows the user to specify an overridden wage base for a particular tax type. Although the user may provide an override to all tax rates, Symmetry will only respect those that are allowed as indicated by the state. Typically this is only allowed for tax types such as SUTA.
