MAINTAIN US TAX RATES#

The Maintain US Tax Rates (IPUTR) form displays the tax rates for each of the States loaded by the UDGNIS and UPUTR functions. The tax rates are loaded by the UPUTR function.

By clicking on the applicable State, the tax rates for the State in focus is displayed below.

The tax rates are for information purposes only (except the overridden SUTA / FUTA rates). The tax rates are not passed to Symmetry for tax calculation, rather Symmetry retrieves the tax rates directly within their tax engine (SymmetryTaxServer).

IPUTR Fields#

Tax Rate
FieldDescription
StateThis field defines the name of the State that tax rates are displayed for. If UPUTR was run for Federal, the Federal tax rates will be displayed as well.
EffectiveThis field defines the date to be used by UPCALC to determine which records to read for any overridden tax rates for the pay period being paid. The Effective Date entry on IPUTR is not used by Symmetry.
ExpiryThis field defines the date the tax rate is no longer effective for the purpose of UPCALC.

Tax Rate Details

Tax Rate SeqThe Tax Rate Sequence is in the format of 'XXnnnn', where XX is the State code and nnnn is a sequential 4 digit number. The sequence is not pre-determined, it is simply the order in which the tax rate was loaded in by UPUTR.
Tax IdentifierThe Tax Identifiers are pre-defined by Symmetry and indicate the Location code and Tax type that pertains to the tax rate. These provide a mechanism to allocate a tax rate to a specific tax jurisdiction. The first two digits in the Tax Identifier indicate the FIPS code of the State. The second segment indicates the County, if the tax rate is specific to a county. The third segment indicates the City's Feature ID, if the tax rate is specific to a City, otherwise it will be zeros. The fourth segment indicates the type of tax, for example, SIT for State Income Tax or ER_SUTA for Employer State Unemployment Tax.
DescriptionThe description of the tax identifier is displayed here. If the tax is for a specific City, typically this will display the name of the City the tax pertains to. If it is a State tax, the name of the State and the tax type will be displayed. Example: Alabama State Unemployment Tax
Tax RateThe rate of the tax is displayed here. If the tax rate displays a 0, it typically means the tax has been deprecated. It may also indicate the tax is based on a formula such as SIT.
Override Tax RateThis field allows users to enter an override for the tax. This override is used for taxes such as SUTA and FUTA. If the State does not allow a tax rate override for a particular tax, Symmetry will not use this tax rate override.
Wage BaseThe Wage Base defines the upper threshold of wages on which the tax can be imposed.
Override Wage BaseThis field allows users to define an override wage base. Although users can define an override to all tax rates, Symmetry will only respect those that are allowed as specified by the State.
Tax Limit AmountThe Tax Limit Amount defines the maximum amount of tax that can be taken.
Override Tax LimitThis field allows users to enter an override to the tax limit. Similar to the other override fields on this form, Symmetry will only respect those that are allowed as specified by the State.
Tax Limit PeriodThis field can display a period the tax limit applies. The Tax Limit Period can be Annual, Monthly, Quarterly or None, depending on the tax identifier.
Is Resident TaxThis toggle defines if the tax rate is for a Resident jurisdiction. If the toggle is not checked, the tax rate is applicable to an employee's work jurisdiction. This toggle is populated by the UPUTR process.
Is Employer TaxThis toggle defines if the tax is paid by the Employer. If the toggle is not checked, then the tax is Employee paid.
Do Not CalculateWhen set to ON, this toggle prevents UPCALC from calculating the tax.
Reference TextThis field typically displays the description of the tax identifier, however it can also provide additional information on the tax.

Override Amounts#

UPCALC will read IPUTR for SUTA / FUTA Overridden amounts and will pass these overridden amounts to Symmetry for the tax calculations.

There are two options to define an Overridden Rate, Overridden Wage Base or Overridden Tax Limit:
1. IPUTR

  • Enter the rate or wage base provided by the government on the Override fields.
  • These overrides are applicable for the entire organization for the State.
  • Rate overrides are only applicable for FUTA, SUTA, SUTA SC, SUI EE and SDI EE tax identifiers. Overrides entered for other tax rates will not be read.

2. IDGV

  • If there is a specific rate provided by the government for a different State Registration #, enter it on the "Reg Type" column, on IDGV. This overrides the IPUTR rate.
  • UPCALC retrieves the IDGV by Government Registration from the employee's pay header group.

Effective Date Processing#

  • The Effective Date entry on IPUTR is not used by Symmetry. UPUTR will load in all tax rates, regardless of when they become effective. During the tax calculation, UPCALC will pass the pay period issue date to the SymmetryTaxServer to determine which tax rates to use for the period being paid.
  • The Effective Date entry on IPUTR is used by UPCALC to determine which record to read for any overridden tax rate for the pay period being paid.
  • If a user needs to add in a new effective date entry for a change to an overridden tax rate, such as a new government supplied SUTA rate, users should run UPUTR for the new effective date.
  • When UPUTR is generating new sets of Effective Date entries, the Overridden Rates and Amounts will be copied into the new Effective Date entries.
  • If an old Tax Rate entry is not used by Symmetry in the current load, this old Tax Rate will not be copied into the new Effective Date set, however, if you are reloading with an existing Effective Date, then this old Tax Rate will remain unchanged for historical purposes.
  • If IPUTR has Tax Rate entries that have an effective date PRIOR to the UPUTR defined effective date and an expiry date of '31-Dec-3999', these Effective Date entries will expire within one day prior to the newly defined effective date. UPUTR will generate a new set of IPUTR entries with the newly defined effective date, with an expiry date of 'Dec-31-3999'.
  • If IPUTR has Tax Rate entries that have an effective date MATCHING the UPUTR defined effective date and an expiry date of '31-Dec-3999', these Effective Date entries will be checked and updated, if the values are different.
  • If IPUTR has Tax Rate entries that have an effective date GREATER than the UPUTR defined effective date, these Effective Date entries will be consolidated with the defined Effective Date entries, and the latest Effective Date entries will be used in order to retain the latest user Overridden amounts.
