DEFINE TAX JURISDICTIONS#

A Jurisdiction identifies a taxation locality for state, provincial or local taxation purposes.

This section explains the Define Tax Jurisdictions (IDTX) screen and its associated fields.

For U.S. installations only - Jurisdictions define all of the state, county and city localities which have state and local taxation requirements.

’Jurisdiction Name’ must be unique within a state/province in the application.

For Canadian installations only - Each Canadian province is defined with a tax jurisdiction for Canadian taxation purposes. If you have an out-of-country operation that requires withholding of Canadian taxation, you can define a tax jurisdiction for that country and link to the Canada province on the IDTX form.

A starter script is provided to load all Canadian tax jurisdictions by Province. Any other tax jurisdictions you may require must be entered manually.

State or local taxation codes (GEO Codes) are maintained centrally within the jurisdiction definition. If a city or county tax jurisdiction boundary changes, it can affect many employees. However, by changing the GEO code within the jurisdiction definition, the change will be applied automatically to all employees in that locality.

Tax jurisdictions must be defined by GEO type for the different taxation levels required by the organization. Only the required levels of taxation need to be defined.

For example, Ohio needs to be defined by state, county and city tax jurisdiction but Texas only needs to be defined by state.

The FIPS code (Federal Information Processing Standard Code) is a U.S. Government code assigned to geographical locations and may be defined as required. This field is mandatory if your company is going to be filing 941s.

A starter script is provided to load all the state GEO codes and a sample city and county GEO code for each state.

Tax Jurisdiction data is stored in the P2K_CM_TAX_JURISDICTIONS table.

GEO Code
This field holds the GEO code of the city, county or state used for taxation purposes.

GEO Type
This field indicates whether the GEO code being defined is a city, county or state. Please refer to the Master GEO Code List provided by Vertex Inc. for a list of GEO codes for all states, counties and cities.You must select a value from the fixed lexicon (X_GEO_TYPE) provided.

Particulars#

Jurisdiction Name
This field holds the name of the city or township, county or state or provincial jurisdiction.
County
This indicates the name of the county for the registration being defined, if applicable.
State/Province
This field holds the name of the state or province for the jurisdiction defined.
Postal Start
This field provides the start of the zip or postal code range used for verification purposes.
Postal End
This field provides the end of the zip or postal code range to be used for verification purposes.
Area Code
This field will provide an area code which will default in when you are entering phone numbers for specific geographic areas in other screens (e.g. IDEN).
FIPS Code
FIPS Code is the Federal Information Processing Standard code for the geographic locations. Please refer to the Master GEO Code List provided by Vertex Inc. for a list of FIPS codes.
Headtax Applicable
If this toggle is ON, head tax needs to be calculated for this city. If this toggle is OFF, head tax does NOT need to be calculated for this city.

Vertex Zip Ranges#

In this section you may define a range of zip codes associated to a specific jurisdiction within a GEO code. After the zip codes are defined, if you enter a zip code in other forms (such as IEPI or IDLN) the system will automatically fill in the associated jurisdiction name. In the case where a zip code is used in more than one jurisdiction, the system will provide a list of jurisdictions for you to choose from.
Local Jurisdiction Name
This field holds the name of the city or township, county or state jurisdiction.
Zip Code Start
This field provides the start of the zip range used for verification.
Zip Code End
This field provides the end of the zip code range that is to be used for verification.
