USER_NAME is the identifier by which a user of the admin UI identifies their self to the system.
Users created for the admin UI are also defined and created as users within the Oracle Data Base.
USER_NAME is limited to 30 characters long, and must start with an alphabetic character. Only alphabetic (A-Z), numeric (0-9) and $ or # are allowed as characters in the user name. It is not case-sensitive.
