BATCH_ELEMENT_TYPE is a hidden field containing the lexicon X_BATCH_ELEMENT_TYPE that is referenced in Administer Batches, IPBE.
The lexicon contains two entries:
Pay Header
Pay Transaction

This lexicon is in a field that is not visible to users in the CONTROL tab in IPBE.
