A number less than 1 signifies the percent of total shift/day time worked that falls between From/To time to qualify, for example .50 would signify 50%.

Used only for the percentage version of the time rule. This is used as an additional indicator for the calculation of total work time.
If no value is provided then all of the work time in the entire day will be used to calculate the total work time.
If -1 is provided then only the time within the shift that falls between the From/To range will be used to calculate the total work time. If the Employee works in another shift in the same day the time worked in that shift will not be included in the total work time. This should be used if there are multiple shifts within a day.
