System Preference#

If defined, the value should be set to <<Y>> (no quotes). Once set to <<Y>>, the change reason is "read only" on the defined screens and can only be changed in the pop up.

In addition, that pop up is set to blank and if the Set Change Reason Object Security instructions are followed, the change reason will be made mandatory.

The net effect of these actions will be that users are forced to select a change reason and cannot simply leave the value 'as is'.
