At line 1 changed one line
If defined, the value should be set to “Y” (no quotes) and then the change reason is read only on the screens and can only be changed in the pop up. And it is set to blank in that pop up, and if the attached instructions are followed then the change reason is made mandatory.

If defined, the value should be set to “Y” (no quotes). Once set to <<Y>>, the change reason is "read only" on the defined screens and can only be changed in the pop up.

Net effect – users are forced to select a change reason and cannot simply leave the value as is. (see the defect for any further details)
In addition, that pop up is set to blank and if the attached instructions are followed then the change reason is made mandatory.
