STATUS_CODE_STARTED is the employment status that is applied to employees who are initially hired into this group.  This feature is used with the Personnel Action process for those companies who wish to hire employees into a “Pending” state.  It must be an Employment Status code defined on [P2K_CM_EMPLOYMENT_STATUSES].
