This preference may be defined at Site (IMST), Function (IMFN), Role(IMRO), User (IMUS) or Person level.
This will control the display of the toolbar, and any explanatory text beside it.
Values permitted are:
- N - Display only the icon
- Y - Display explanatory text as well
CLEANUP - Need to add picture showing the two option's results
