!!Create Personnel Action
This is a dialog that appears when a user presses the [Initiate PA |ACT_INITIATE_PA] button in one of the Pxxx screens.

;[Entity|ENTITY_CODE]:This field displays the Entity the employee belongs to. 
;[Description|DESCRIPTION]:This field will default from the [ISPY] for the [PA Type|PA_TYPE_CODE].
;[PA (Request) #|PA_NUMBER]:The PA # will populate using code sequencing established on [IMCS].  
;Assignment: The Assignment Code will populate from the employee record in focus in the Pxxx form.
;[Make Effective Date Correction|EFFECTIVE_DATE_CORRECTION]:If the intent of the [PA|PERSONNEL ACTION] is to make a correction to an effective date, this toggle should be set ON. 
;[Takes Effect|PA_EFFECTIVE_DATE]:This date tells the system when the [PA|PERSONNEL ACTION] is to take effect. This date will be used to create a new effective record for the changes. 
;[Change Reason|CHANGE_CODE]:This field will default from the [ISPY] for the [PA Type|PA_TYPE_CODE].
;[Update Future Records|UPDATE_FUTURE_RECORDS]:If the changes made in the [PA|PERSONNEL ACTION] should update any future records this toggle should be set ON. 
;[Cascade Change Reason|CASCADE_CHANGE_REASON]:If the change reason used should be cascaded to the other effective records, this toggle should be set ON.
