[{TableOfContents }] !!!MAINTAIN US TAX PARAMETERS The screen, Maintain US Tax Parameters (IPUTP), is used to display Tax Identifiers loaded in by [UPUTR]. These Tax Identifiers/Parameters are used to provide state specific tax filing information for an employee in their [IPRLU] or [IPRLUS] screens. The values provided for the Tax Identifiers are read by [UPCALC] during the taxation processing of an employee's pay. The user must run [UPUTR] with the parameter 'Load State Misc Parms' = Yes to load in US Miscellaneous Tax Parameters for Federal and State taxation. An Effective Date entry is not required for IPUTP as the most recent State Tax Miscellaneous Parameters are always loaded. If an old Miscellaneous Tax entry is not used in the current load, this parameter will be marked with 'OBSOLETE' in the Miscellaneous Identifier field In [IPRLU], on the Miscellaneous tab, the values for the Obsolete Miscellaneous Identifier will not be used in [UPCALC]. These Obsolete Miscellaneous Identifiers are for historical purposes only. UPUTR will default values for a few state tax parameters, mainly those that require a value of <<True>> or <<False>>. For the True/False tax parameters, UPUTR will default a value of <<FALSE>> as this value would make the most sense for the general public. A few examples would be the parameters 'LOWINCOMETAXRATES' and 'TEXARKANARESIDENT' for the state of Arkansas. Clients may provide their own entity wide defaults for the Misc Tax Parameters in IPUTP. Any value entered in IPRLU would override the defaults defined in the IPUTP. The user may select the applicable State from the find block to view the State Miscellaneous Parameters by Misc. Tax Parm. ;[Misc Tax Parm|TAX_RATE_CODE]: Misc Tax Parameter is in the format of 'XXnnnn', where XX is the State code and nnnn is a sequential 4 digit number. The sequence is not pre-determined, it is simply the order in which the parameter was loaded in by [UPUTR]. The sequence of the tax parameters mentioned in the documentation may not match exactly to the sequence you have in your environment. The sequence is used to order the parameters and to distinguish them at the state level in [IPRLU]. ;[Miscellaneous Identifier|TAX_IDENTIFIER]:The Miscellaneous Identifier is used to 'identify' the state's tax parameters used to provide additional information as supplied by the client or employee to calculate the taxes. These parameters often simulate information requested on the withholding certificate of the state. For example, FILINGSTATUS is a common Miscellaneous Tax Identifier. ;[Description|DESCRIPTION]: The Description field is used to display the name of the Tax Identifier without abbreviations. ;[Level|TAXATION_LEVEL]: This Level indicates if the Tax Identifier/Parameter is used at the Federal, State or Local level of taxation. ;[Field Type|FIELD_TYPE]:Field Type indicates if the value of the Tax Identifier/Parameter is to be a Char (character) or Number. ;[Default Value|FIELD_VARIABLE]:The client may provide a default value to a Tax Identifier/Parameter. The default value will be used by [UPCALC] unless the Employee provides a Value in [IPRLU] or [IPRLUS]. The Default Value must be a valid value as indicated in the [Reference Text|REFERENCE_TEXT]. ;[Field Required|FIELD_REQUIRED]: This field indicates if the Tax Identifier/Parameter is required. Presently, this is not used by [UPCALC]. ;[Identifier Usage|FIELD_PROVIDER]: This field indicates whether the Misc Tax Identifier/Parameter is supplied by the SymmetryTaxEngine, or if it is supplied by High Line and whether the Misc Tax Identifier may or may not be added to the employee's [IPRLU] or [IPRLUS] screen. ;[Reference Text|REFERENCE_TEXT]: The Reference Text field contains the editing information for the Miscellaneous Identifier. Valid values for the Tax Parameter in focus is displayed. Certain Federal Identifiers are applicable to all states of the same pay.\\ State level means the Miscellaneous Identifier will be generated for all states with State Name field set to a UPUTR selected list of states and will be used at the state level taxation. These State Identifiers are specific to the defined state only. If the Level field is set to a specific state name (e.g., 'Oregon'), the Miscellaneous Identifies will be generated for that state if the UPUTR selected list of states contains the state name. These Miscellaneous Identifiers are used internally by UPCALC and will not be passed to the STE. Certain identifiers are defined according to the government legislative requirement which allows the employer to override on IPUTP but not allow the employee to override at the employee level. These identifiers are defined by setting the Provided By field to 'Legislative' (e.g., STATE_ROUNDING). For the internal identifiers, the employee may optionally add this identifier on the IPRLU - Miscellaneous tab to override the default value of IPUTP (e.g., SUP_PAID_WITH_REG).
