This preference identifies the [FREQUENCY_CODE] as defined on [IPPF] to use when an arrears record is created when insufficient earnings is engaged during the payroll calculation.

This preference is set to the actual 'FREQUENCY_CODE' to use.  If the preference cannot be located, the [UPCALC] process will look for a FREQUENCY_CODE of 'ARREARS'

This preference is set by site ([IMST]) or by role ([IMRO]).
