Values Y - Changes effective date dialog behaviour as noted below

NotesIf this preference is set, the defaulted effective date on the change effective date dialog is now set differently: The As Of date will be used as the defaulted effective date if it is between effective and expiry dates of the record being modified; The effective date of the record will be used if neither of the above are true.
If this preference is not set, the defaulted effective date will remain as the effective date of the record being modified.
