A [foreign key] link from the originating table back to the [ID] found on [P2K_AT_LEAVE_POLICIES] table.

This key differentiates from the [ALP_ID] on [P2K_AT_LEAVE_SCHEDULES] as a link to a secondary "associated" leave policy (see [IALS])
