ACT_SHOW_ALL_OPEN is an action toggle which will allow the user to extend the list of available time sheets from just those with a [status|TIME_SHEET_STATUS] of 'Rules Applied' to include those whose [status|TIME_SHEET_STATUS] is 'Submitted' and 'Ready for PR'.
