ACT_REOPEN_ASSESSMENT is an action button used to re-open a Benefit Open Enrollment assessment so the employee may edit their responses, this button will change the status of the Assessment Event to 'Planned,Conf' instead of 'Completed'. A similar button is available in the WEBOEE and IBPOE screens.
