ACT_CREATE_OPEN_ENROLLMENT is an action button which will create the open enrollment period for the employee. If the Allow Auto Open Enroll toggle was checked ON in IBET for the event type being recorded, this button will not be available as the Open Enrollment will automatically be created once the record has been saved.
