ACT_ADD_NEW_STEP is an action button which calls the [MSWSAS] dialog which allows the user to add a new step to the wage scale.

Amount
    This field indicates the percentage or amount increase or decrease.

Step/Sequence
    These two fields will allow you to specify the step and sequence that are to be changed. Neither of these fields are accessible for the mass rate change.
