I have not proven it, but my theory is that when someone has the IEAS open the timesheet is locked. This lock has prevented UPCTS from processing it. Like I said I have not proven the theory.

That update can also be done by UEGTS. Clients can know decide to update immediately through the IEAS triggers or overnight by running UEGTS nightly.
