At line 2 removed one line
If 'Y', the change reason will be blanked out when entering the Effective Date Dialog.

The [Set Change Reason Object Security|SET CHANGE REASON OBJECT SECURITY] instructions should be followed to make the change reason mandatory in the dialog.
Set to YES to invoke special UPVEND logic to consolidate IPSN deductions when the Vendor is not the same as on the PC Code.
