If 'Y', the change reason will be blanked out when entering the Effective Date Dialog.
If defined, the value should be set to “Y” (no quotes) and then the change reason is read only on the screens and can only be changed in the pop up. And it is set to blank in that pop up, and if the attached instructions are followed then the change reason is made mandatory.

This is used along with Object Security to force that a new change reason is entered every time the effective date is changed.

The [Set Change Reason Object Security|SET CHANGE REASON OBJECT SECURITY] instructions should be followed to make the change reason mandatory in the dialog.
The net effect of these actions will be that users are forced to select a change reason and cannot simply leave the value 'as is'.
